OVERVIEW
Project SHAMROCK was a secret NSA program that intercepted and reviewed all international telegrams transmitted through major U.S. telegraph companies including Western Union, RCA, and ITT. Operating from 1945 to 1975, the program gave NSA analysts access to millions of private communications. The program was exposed during the Church Committee hearings in 1975. It was the largest government surveillance program ever revealed at the time, dwarfing what the public knew of domestic intelligence collection. SHAMROCK served as a direct predecessor to the NSA's modern bulk data collection under PRISM and other programs.
